Zona Crno: A New Perspective on the Economic Development of Zadar

The economic zone Crno, planned to cover a total area of 400 hectares, is located right on the edge of Zadar's urban agglomeration.

The attractiveness of this zone lies in its excellent transport connectivity and geostrategic location. It is situated close to a fast road and a connection to the Zagreb – Zadar – Split highway, just 3 km from Zadar Airport, and 4 km from the Gaženica seaport.

The primary purposes of the zone include economic – production, economic – business, sports and recreational activities, protective green areas, and infrastructure system spaces.

The first development phase of the zone, Phase A-1, was completed at the end of 2022. This phase divided the zone into five sections, covering a total of 25 hectares, all equipped with complete utility infrastructure.

Phase A-1 has brought into operation the following: road network, water supply system, sewage system, storm drainage, gas distribution network, electrical network, telecommunications network, public lighting system, and landscaping of public green spaces along the road corridors.

In April 2024, the City of Zadar, through its City Council, determined the starting sale price of plots in the Crno Economic Zone at 29.40 EUR/m², as well as the economic purpose, sales conditions, and the process of public tendering for the sale of land in the zone.

The prices of utility contributions and utility fees for the Crno Economic Zone will be regulated through amendments and additions to the current decisions on utility contributions and the City of Zadar's Utility Fee Decision. These decisions plan to significantly reduce the utility contribution and fee for future investors in the Crno Economic Zone.

In mid-2023, a Public Call was issued for expressions of interest in investing in the Crno Economic Zone, to which a total of 69 investors interested in construction and investment responded. Their preferences regarding the size of the required land and the overall infrastructural support will serve as a guide in planning and further development of the Crno Economic Zone.
